Access to Housing Options Increasing in Carver, MN

Featuring 11 cities and 10 townships just 20 miles southwest of Minneapolis/St. Paul, Carver County, MN, is one of the fastest-growing counties in the Twin Cities metro area. With its burgeoning population, robust economic outlook and beautiful natural landscape, Carver County is alive with opportunity.
A primary component of the Carver County Community Development Agency (CDA) mission is to extend access to those opportunities by fostering economic growth, community development and increasing the number of viable housing options.
Attuned to the community-wide benefits of access to housing that is affordable, Carver County CDA is pleased with the progress of two such current housing construction projects, both being built by Hopkins-based Frana Companies in the City of Carver. These projects will add over 100 combined local units to the market.
“Carver County CDA currently manages over 700 rental units throughout the county aimed at providing housing options that are affordable for our working families and seniors,” said Executive Director Allison Streich. “Our current collaboration with Frana Companies will make a true difference in Carver County, significantly increasing our residents’ access to cost-conscious rental properties.”
Carver Place Just Months Away from Grand Opening
Carver Place Apartments is nearing completion as a Low-Income Housing Tax Credit project located at 1591 Hartwell Drive in Carver. It will have 60 units in 1-bedroom, 2-bedroom and 3-bedroom options, ranging in size from 701 to 1,269 sq. ft.
Carver County CDA estimates completion of construction in August, with a grand opening slated for early September.
“We’re wrapping up the siding in the next week or two, cabinets and flooring, countertops – all the finishes are ongoing throughout the building,” said Tyler Patterson, project manager for Frana Companies. “Probably in another month or so, we’ll start to see curbs, gutters, and sidewalks, followed by parking lots the month after that and then some landscaping.”

Progress Continues on Carver Oaks Senior Housing
In mid-March, Carver County CDA and Frana Companies broke ground on the 43-unit Carver Oaks Senior Residence complex, located on the parcel of land adjacent to Carver Place.
Of the two projects, Carver Place will open its doors first, but construction continues on Carver Oaks, with construction expected to be completed in February 2026.
“Progress is good,” Patterson said. “We are framing the first floor walls and standing them up on-site right now. It’s moving right along. Pre-cast is in and we’re starting to waterproof the wall; progress is progressing nicely.”
A Shared Outlook
For Frana Companies, there are added conveniences to constructing two housing complexes that share a job site.
But even more helpful is being on the same page with Carver County CDA.
As Carver County CDA increases access to housing options that are affordable for residents in its communities, Frana Companies is proud to help make those goals a reality in the greater Minneapolis metro area.
“It’s been great,” Patterson said. “I think the goal for both parties is the same, which makes building a project with them, and two buildings at the same time, efficient. It’s easy when everyone has the same goals and tasks to work well and create a good product for the end user.”
