The Carver County Community Development Agency (CDA) is the local government agency administering numerous programs throughout Carver County, MN, in single and multi-family housing, rental assistance and economic development.

Mission

The Carver County Community Development Agency provides affordable housing opportunities and fosters economic and community development in Carver County.

Objectives

The CDA’s primary objective is to assist all county residents, cities and businesses with housing or economic development services. We can provide information, technical assistance or referrals to homeowners, renters, landlords and businesses.

The CDA focuses on continual refinement and expansion of its capabilities to:

  • Increase commercial development in Carver County
  • Develop and implement a county marketing strategy
  • Continue to develop workforce and senior housing to align with Carver County’s vision of creating “Communities for a Lifetime” in Carver County
  • Proactively plan and strategize for future growth
  • Facilitate and complete a county-wide housing and economic development study
  • Educate community citizens on what we do and the services we provide
  • Create partnerships and collaborate with entities with similar objectives

History

The CDA began as the Carver County Housing and Redevelopment Authority (CCHRA) in 1980 when the Minnesota State Legislature formed it. Carver County has had one of the strongest housing markets in the metro area since that time, largely due to the continued growth and development within, generated by a growing recognition of the outstanding quality of life, the Highway 212 extension, and other significant highway improvements. Several name changes have occurred since, including:

  • 2002 - the Minnesota State Legislature granted Economic Development Authority powers to the CCHRA.
  • 2006 - legislative name change from the CCHRA to the Carver County Community Development Agency (CDA), representing an expanded role and services offered.
