The CDA provides attainable housing opportunities through a variety of programs, developed to address specific needs for specific demographics in Carver County. Programs include rental housing through subsidized housing, multi-family housing, Project-Based Vouchers units, and senior housing initiatives. Households seeking homeownership can also find assistance through the Carver County Community Land Trust Program , as well as through a number of Community Development initiatives.

Project-Based Voucher Funding helps match residents to one of 160 CDA-owned and managed properties. This program helps low- to moderate-income individuals/families find safe and attainable rental housing in Carver County. Once qualified, rent is based on adjusted gross income, minus allowable deductions, with a $1,000 security deposit.  

Yes, Carver County CDA owns and manages several multi-unit rental properties specifically for senior citizens aged 62+ or those with a qualifying disability. These properties include Hilltop 1, Hilltop 2, and Mayer Elderly in Watertown and Mayer, and Waybury Apartments in Chaska. 

Yes, adults with a qualifying disability may also qualify for housing in Hilltop 1, Hilltop 2, Mayer Elderly, and Waybury Apartments. 

Various CCCDA-owned and managed properties have interest lists online on Waitlist Central. There are waiting lists open for CCCDA’s Rural Development properties in Watertown/Mayer and Waybury Apartments in Chaska. To apply for the waiting lists, please complete and return the Rural Development pre-application and/or the Waybury Apartments pre-application.

Yes, the Carver County CDA provides affordable home ownership opportunities through the Carver County Community Land Trust program. This program assists first-time homebuyers, families, couples, and individuals who are income-eligible to purchase a home in Carver County. It benefits those who might not be qualified to purchase on the open housing market.

Producing a down payment is often one of the biggest barriers that people face when purchasing a home. The Down Payment Assistance Program is a homeownership initiative of the Carver County CDA that helps individuals make purchasing a home a reality. This program was created to remove barriers to homeownership by providing an affordable pathway for qualified low to moderate-income households.

The program provides up to $50,000 for income-eligible, first-time and first-generation homebuyers. Applicants must complete a Down Payment Assistance Program pre-application online on the Carver County CDA’s website.
