Compliance Specialist
Come join our growing team at the Carver County Community Development Agency (CDA)! The Carver County CDA is a government agency that provides affordable housing and economic development services in Carver County. We are searching for an experienced Compliance Specialist. The Compliance Specialist will assist with the management and administration of CDA tenant files and providing information to clients, and program recipients on program guidelines, rental options and alternatives.

Responsibilities
- Maintain current and accurate tenant files, future, current, and past in accordance with the applicable housing program regulations; both in the file and on any applicable software programs.
- Responsible for monthly review, filing of initial, interim, annual, move out certifications, inspecting for completeness and ensuring timely filing.
- Coordinate, conduct or assist with application processing for sites that require compliance.
- Perform or assist with interim, initial and annual income examinations with tenants. Review interim, initial and annual income examinations with staff support.
- Prepare and mail out recertification notices.
- Assist with monitoring compliance with regulatory requirements.
- Prepares monthly, quarterly, and annual reports for tax credit syndicators and funding sources to present to internal staff for review prior to submission.
- Assist on site staff with applications and files during property lease ups.
- Assist in compliance with Affirmative Fair Housing Marketing Plans
- Assist with preparing for required compliance reviews by HUD, MN Housing and other required entities ensuring compliance with state, federal and local regulations.
- Monitor Enterprise Income Verification (EIV) reports and stay in compliance with the CDA's EIV Security Policy.
- Participate in compliance training and other training programs as needed.
- Assist with quality control checks on all CDA tenant files.
- Assist with waiting list and interest list management including data entry of pre-applications and preparing annual waiting list updates. Assist in application selection, program eligibility, admissions and lease systems and processes.
- Assist with processing Reasonable Accommodation requests.
- Assist with data collection and entry into MN Housing’s PORT system.
- Attend and represent Agency and department at meetings with internal and external groups.
- Assist with compliance onboarding of new staff.
- Assist with oversight of applications according to Tenant Selection Plan (TSP) or Management
- Plan at properties where required.
- Perform other office administrative functions as needed.
- Comply with all Fair Housing laws and regulations. Possesses knowledge of the Federal Fair Housing Act, Section 504 of the Rehabilitation Act, and the Americans with Disabilities Act. Annual training required.

EDUCATION and/or EXPERIENCE:
Associates or bachelor’s in Business Administration, Housing or related field with (2) two years related experience; OR
High School diploma or GED with a minimum (4) four years related experience.
CERTIFICATES AND LICENSES:
Valid driver's license, vehicle insurance, and reliable transportation.
