The Carver County Community Development Agency (CDA) provides affordable housing opportunities for residents throughout the County.

Small Cities Development Program (SCDP)

Small Cities Development Program (SCDP) funds come from the Minnesota Department of Employment and Economic Development. Financing is provided on a limited basis to assist owners of low-and-moderate income rental and commercial properties with eligible repairs. Specific Minnesota cities receive funding through a competitive application and award process, and must be applied for on a community-wide or targeted basis by cities within Carver County.

Current SCDP projects include the City of Watertown, which received funds for owner-occupied housing rehabilitation and commercial property rehabilitation.  This program is underway and still has funds available.  The City of Norwood Young America recently was awarded funds for rental housing rehabilitation and commercial property rehabilitation.  The program in Norwood Young America will start in late 2019.

Rehabilitation Loan and Emergency Loan Program

Carver County CDA now offers the Minnesota Housing Home Rehabilitation Loan and Emergency Loan Programs.  These programs provides deferred loan financing to income-eligible homeowners to address health and safety concerns in your home. A lien is place on the property and the loan is forgiven over time.  Loan program income limits are based on gross household annual income of all household members. Septic System Loan Program (Individual Sewage Treatment System – ISTS)

Eligible residents within Carver County who have an ISTS in need of replacement may qualify to receive a low interest loan to help with the costs.  Qualified program participants may receive up to $15,000 in loan funds with an annual interest rate at 1.5% over the term of the loan.  The loan is repaid through an assessment to the property taxes over a period of time.

Minnesota City Participation Program (MCPP)

Minnesota Housing sells mortgage revenue bonds on behalf of cities to meet locally identified housing needs. The proceeds of these bonds provide below-market interest rate home mortgage loans for low-and moderate-income first-time homebuyers. The Minnesota City Participation Program provides cities throughout the state with a unique opportunity to easily access housing resources to meet the needs of their citizens.
