The Carver County Community Development Agency (CDA) provides affordable housing opportunities for residents throughout the County.
We manage about 600 rental units throughout the county for working families and seniors. We also administer several rental assistance programs to help residents find affordable rental housing.

The CDA currently owns and manages 81 units of housing scattered throughout the county with Project-Based Voucher funding.
To become a resident of the CDA’s project-based voucher program, all applicants must meet the eligibility requirements set forth by HUD. This includes meeting program income guidelines, family composition, age and/or disability qualifications, providing solid references and passing a criminal history check. In addition, all applicants must provide proof of U.S. citizenship or eligible immigration status.
Eligible families pay rent based on 30% of their adjusted gross income less allowable deductions. A security deposit of $500 is due prior to occupancy. HUD has developed a formula for calculating rents referred to as the Total Tenant Payment (TTP). Specifics of this formula will be discussed at the time you’re considered for tenancy. After 12 months of occupancy, you may be eligible to move with a Housing Choice Voucher.

Waybury Apartments is a HUD subsidized Section 8 property for adults age 62 and over as well as adults with a qualifying disability. Income limits apply. Residents pay 30% of their adjusted gross income for rent. Heat is included.
Waybury Apartments offers one and two bedroom apartments including accessible units. Conveniently located in Chaska’s Jonathan Association, Waybury Apartment is close to local shopping, dining and medical facilities.
