Come join our expanding team at Carver County Community Development Agency (CDA)! Carver County CDA is a government agency that provides affordable housing and economic development services in Carver County.  We are searching for an experienced Housing Assistance Manager who can assist in the management and administration of the Housing department. Under the supervision of the Assistant Director of Housing and the Executive Director, the Housing Assistance Manager will perform a variety of program administration functions including management/oversight of new admissions, special programs grant administration, owner outreach and public relations activities, final review of site applications, site revenues, and files. The Housing Assistance Manager will also supervise program staff. This position is an exempt position, and the full pay range is $82,784-$111,758, depending on experience.

Responsibilities

Summary of Responsibilities and Requirements (including but not limited to):
•    Mentor, train, and supervise special program and compliance staff – make hiring recommendations, manage performance, and approve timesheets/mileage claims/leave requests.
•    Provide management and oversight for admission – main contact with Metro HRA, oversee waiting list management, program eligibility, application qualification, and leasing systems/processes. 
•    Monitor compliance with regulatory requirements governing program admissions.
•    Manage operations of the Housing Assistance Department – assist in formulating operating policies, act as the primary resource to staff regarding rules and compliance requirements, prepare funding applications and coordinate development of new programs, maintain adequate monitoring and reporting systems, and conduct annual reviews of Affirmative Fair Housing Marketing Plan, Tenant Selection Plans, Management Agreements, and Management Plan.
•    Perform grant administration for special programs – monitor utilization of resources, prepare and submit grant applications and funding requests, facilitate execution of grant agreements, and prepare and submit quarterly and annual reports.
•    Perform owner outreach and public relations activities for the Housing Assistance department and Agency. 
•    Other duties as assigned
 

Qualifications

Qualifications (including but not limited to):
•    Bachelor’s degree in housing or related field and a combination of at least five years related work experience. 
•    Knowledge of local, state, and federal regulations and policies related to the Housing Choice Voucher Program and other rental assistance programs administered by the Housing Assistance Department.
•    Knowledge of personnel development, direction, supervision of administrative practices and procedures.
•    Knowledge of the Minnesota Government Data Practices Act.
•    Knowledge of computer software and hardware and multi-user network systems.
•    Ability to analyze and write policies related to programs administered by the Housing Assistance Department.
•    Ability to make decisions and recommendations which have a high degree of financial and/or legal consequences and which involve high degree of technical complexity.
•    Ability to communicate both orally and in writing.  Ability to negotiate and resolve conflicts.  
•    Ability to work with City, county, state, and federal personnel.
•    Ability to analyze departmental structure and work processes.
