Affordable Property Manager

Position summary description:

We are seeking an experienced Site Manager to oversee 73 units in Mayer, Waconia, and Watertown MN and, at times, other properties throughout Carver County.  This position oversees the day-to-day operations of the property including, but not limited to marketing, resident selection, leasing/orientation, rent collections, accounts payable, budgeting/financial review, inspections, and adherence to fair housing practices. 

Qualifications:

Qualified applicants will have 1-2 years of scattered site management; at minimum, 2 years of Affordable Housing management experience; 1-2 years working with Affordable Subsidies and Monitoring Agencies; 2-3 years affordable compliance experience (i.e. Tax Credit, HUD, Rural Development, voucher based Section 8); proven managerial skills including administrative, organizational, verbal/written communication, budgeting and accounting knowledge, marketing and computer abilities, and great people skills. YARDI property management software a plus. Valid driver’s license.  Final candidates are subject to a criminal background check.

Salary and Benefits:

This position is non-exempt, 40 hours a week and offers a competitive salary, $54,000 to $73,000 and an excellent benefit package including CDA paid employee medical insurance (with generous HSA contributions) and CDA paid employee dental coverage (dependent coverage for health and dental insurance available at a reasonable cost through payroll deduction) and free employee and family life insurance, CDA paid short and long term disability insurance, participation in a defined contribution pension plan with a generous 11% agency contribution, 20 days per year of PTO earned on an accrual basis, and 10 paid holidays. Employees have access to group vision insurance, a pre-tax and ROTH option for deferred income, and eligible federal loans may also quality for Public Service Loan Forgiveness Program (PSLF).

Affordable Property Manager full job description

Maintenance Manager

The mission of the Carver County Community Development Agency (CDA) is to provide affordable housing and economic development in the cities of Carver County.

Position summary description:

Under the general supervision of the Director of Property Management, this position is responsible for the overall supervision of (15) maintenance and caretaker staff of Carver County CDA. Acts as a technical resource for the departments.  Assists management with the preparation of property budgets by forecasting short and long-term unit capital improvements, preventative maintenance, and other expenditures.  Develop and implement quality control standards and inspection programs; on-going management of the maintenance work order system; oversee procurement and analyze purchase of maintenance/caretaker materials, supplies, equipment and services; perform special projects as assigned; other duties as assigned. 

Qualifications:

Requires combination of education and/or experience equivalent to five years. Thorough knowledge of maintenance and caretaker work methods and processes. Knowledge of Yardi PM Software and use of computers and ability to create computer generated reports.  Knowledge of housing inspection techniques, Housing Quality Standards and REAC (NSPIRE).  Knowledge of local, state, federal building codes and Data Privacy Laws Procurement Policies. 

Requires combination of education and/or experience equivalent to five years.  Special Class Engineer Boiler’ license and other industry certifications and licensures. Ability to occasionally lift and carry objects weighing up to 75 pounds required. A valid Minnesota’s Driver’s License and insurance with access to reliable insured transportation is required. Final candidates are subject to a pre-employment physical and a criminal background check.

Salary and Benefits:

This position is a full time, exempt, 40 hours a week.  The CDA offers a competitive salary range of $73,500 – $81,000, depending on experience and a complete benefit package, including CDA paid (free) employee medical, dental, and life insurance, (access to dependent coverage at reasonable cost) short- and long-term disability, participation in a pension plan with a generous 11% agency contribution, 20 days per year of PTO, 10 paid holidays and uniform provided. Maintenance Manager job description

LIHTC Property Site Manager-Waconia/Carver County

Carver County Community Development Agency (CDA) is seeking an experienced Low Income Housing Tax Credit (LIHTC) Property Manager to oversee 60 units in Waconia, MN, and other properties in Carver County, as needed.  The Manager oversees the daily operations of the property, including marketing, resident selection, leasing/orientation, accounts payable, budgeting, unit inspections and adherence to fair housing practices.  This position will also oversee interest lists and waitlist management for LIHTC, resident re-certifications/re-exams, assist with reporting information and respond to requests regarding LIHTC activities and ensure the annual reporting for the program is accurate and timely filed.

Qualified applicants will have 1 to 3 years of rental housing experience, proven managerial skills including administrative, clear communication, accounting knowledge, marketing, and great people skills. YARDI property management software a plus. Final candidates are subject to a criminal background check.

Caretakers

Our mission at the Carver County Community Development Agency (CDA) is to provide affordable housing and economic development services in the cities of Carver County.  Carver County CDA is seeking a Caretaker to perform caretaking/janitorial duties in a CDA owned apartment rental homes in Waconia and Chaska MN. 

This position is full-time, 40 hours per week, daytime hours.  Starting pay from $16.09 per hour.  Duties include cleaning of assigned common areas and cleaning of turns or vacated units. One-year prior commercial cleaning experience/rental community highly preferred. Ability to occasionally lift and carry objects weighing up to 20 pounds required. Final candidates subject to a pre-employment physical and criminal background check.

Maintenance I

Position description:

The mission of the Carver County Community Development Agency (CDA) is to provide affordable housing and economic development in the cities of Carver County. As a key member of the property team, this position provides maintenance, repair, and upkeep at a CDA owned and managed apartment and single-family rental homes throughout the County. Areas of responsibility include mechanical, plumbing, HVAC, electrical, carpentry, and lock repair. Maintenance Technicians are on call one week out of six, with paid over time and a stipend ($200) for the on-call week. While on call, employees must remain within 45 minutes of CDA owned properties, in Carver County.

Qualifications:

Qualified applicants must have one to three years of experience in the above areas (rental apartment maintenance highly preferred) including basic plumbing, and electrical repair, appliance installation and repair, carpentry, HVAC, and general preventative maintenance. Special Class boilers license is preferred, or the ability to obtain one within three months of hire. Ability to occasionally lift and carry objects weighing up to 75 pounds required. A valid Minnesota’s Driver’s License with access to reliable insured transportation is required. Final candidates are subject to a pre-employment physical and a criminal background check.

Salary and Benefits:
