Housing Improvement and Rehabilitation Loans/Grants


The CDA has a long and successful track record of administering housing programs for single and multi-family rehabilitation, single and multi-family housing development, and construction of mixed use projects  in Carver  County.  These programs allow home owners to repair and maintain their homes, thus adding to the stability and quality of life in the surrounding neighborhoods.  The primary focus of these rehabilitation programs is to eliminate health, safety, energy, and structural deficiencies in properties throughout the counties.  In all cases these types of housing deficiencies are addressed before any other improvement can be considered.  Properties to be rehabbed through these programs must be feasible for rehabilitation, both economically and from a planning perspective. 


Minnesota Housing Finance Agency (MHFA)

 

The Carver County CDA offers a Home Improvement Loan funded by the Minnesota Housing Finance Agency (MHFA).  The Single Family Rehabilitation Loan Program is a forgivable, 0% interest loan that allows eligible homeowners to borrow up to $24,999.  These loans are available to low-to-moderate income households in Carver and Scott County, must be owner-occupied or a mobile home taxed as personal property  located in a mobile home park.  This program requires funds to be for improvements that directly affect the safety, habitability, accessibility or energy efficiency of the home.


Small Cities Development Program (SCDP)

 

Small Cities Development Program (SCDP) funds come from the Minnesota Department of Employment and Economic Development. Financing is provided on a limited basis to assist owners of low-and-moderate income rental and commercial properties with eligible repairs.

 

Specific Minnesota cities receive funding through a competitive application and award process, and must be applied for on a community-wide or targeted basis by cities within Carver and Scott County.
